TfL Market Testing Explained

RMT National Policy Department briefing – What is market testing?

In the early 1990s, the Conservative government introduced a policy of market testing public services in central government, testing their efficiency by exposing them to competition from external providers. It was less relevant whether the service was actually contracted to the private sector, but rather that it was subjected to competitive challenge.

However, it is typically used to open the door to privatisation.

TfL Reps Discuss New Christmas Arrangements Policy

We note the correspondence from Transport for London. However, having spoken to our representatives, we understand that although the policy may be the same as in previous years, the practice has abruptly changed.

We instruct the General Secretary to obtain the views of our TfL no.1 branch on this matter and place these in front of us.

London Underground's New 'Engagement' Survey

We note the correspondence from London Underground Ltd advising the launch of a new, annual, TfL-wide employee engagement survey called Viewpoint. We note that the results of the first of these is due in April 2013, and instruct the General Secretary to write to London Underground Ltd and TfL seeking their confirmation that no changes to our members’ conditions of employment that are not agreed with this union will be announced or imposed before the results are available.

TFL And Tube Lines Pensions Compared

As you will be aware the dispute with Tube Lines management regarding pension and travel equality will be reaching a significant stage over the Christmas period as a result of possible further industrial action. It is therefore important that members are fully aware of the issues involved so that they can make an informed decision when supporting this action.

RMT Pushes For Members To Be Allowed Representation At Occupational Health

We note the resolution from our London Transport Regional Council, and support its view that members should be entitled to representation at Occupational Health appointments.

We instruct the General Secretary to ensure that this matter is raised with the employer(s) in line with this resolution, and to obtain a report as to whether our members in other companies have such rights.

Treatment Of Occupational Health Staff Cause For Concern

We note the resolution from our London Transport Regional Council and share its concern about the treatment of Occupational Health staff. We instruct the General Secretary to ensure that this issue is taken up with Transport for London in line with the resolution, and ask the Regional Council to report to us on its progress with pursuing this issue.

TfL Changes To New Years Working Arrangements Concerns RMT

We note the correspondence from Transport for London, and that for the most part, arrangements are the same as in previous year. However, following consultation with our representatives, we further note that TfL intends to change its practice regarding staff who volunteer to work additional duties assisting the public on New Year’s Eve, to the detriment of our members, compelling them to take a day’s leave when they previously did not have to.

We therefore instruct the General Secretary to take this up with the employer as a matter of urgency.

We note the resolution from our London Transport Regional Council and share its concern about the treatment of Occupational Health staff. We instruct the General Secretary to ensure that this issue is taken up with Transport for London in line with the resolution, and ask the Regional Council to report to us on its progress with pursuing this issue.
