Dispute May Be Necesary Over London Undergrounds Use Of PMAs In Disciplinary Procedures

We note the resolution from our London Transport Regional Council, and share its concern at London
Underground’s continuing use of ‘People Management Advice specialists’ (PMAs) in the disciplinary
process, to the detriment of our members’ right to a just process.

As requested, we instruct the General Secretary to write to London Underground Ltd demanding a full and
open investigation into the conduct of PMAs, to establish:

  • proof of the PMAs’ role
  • verification of PMAs’ credentials

Resolutions Carried At London Transport Regional Meeting October 2012 - PMAs

This resolution was passed at the October LTRC meeting. The other motions passed can be found here.

A resolution has already been noted and passed in respect of PMA’s no longer being involved in "any" aspect of disciplinaries and that "disciplinaries" are postponed until a full investigation is carried out ref: official circular no: 437.

Review Of Disciplinary And Grievance Procedure – London Underground

We note the resolution from our London Transport Regional Council, and the proof that has emerged
that People Management Advice Specialists (PMAs) have interfered in the issuing of disciplinary
sanctions against our members employed by London Underground Ltd in breach of the LUL
disciplinary procedure and of natural justice.

Accordingly, we instruct the General Secretary to provide all appropriate support in the particular case
referred to, and to write immediately to London Underground Ltd demanding:

LUL Disciplinary Hearings

From RMT official circular IR/86/09, dated 17th March 2009

It has come to my attention that LUL management have changed the way they conduct disciplinary hearings (CDIs). They have started to routinely involve a PMA, or People Management Advisor to the CDI. In our view the PMA is not independent but is part of the Management team. This effectively adds a third person to the disciplinary panel and is therefore outside the LUL disciplinary procedure as well as a change to existing practices.

LUL Attendance Policy

From RMT Circular No. IR 283, November 27 2008

Dear Colleagues,

LUL ATTENDANCE POLICY

Examples of Management ignoring or twisting clear policies in relation to attendance have recently been brought to my attention.

We have made it clear that we expect Management to abide by their own policies and have listed a series of serious instances where management seem to have flagrantly breeched the rules. It is unacceptable that policies are ignored and all members should be advised of the seriousness of this matter, which could lead to a major dispute.
