What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

Job Cuts – London Underground

RMT's General Grades Committee took the following decision today:

We note that after this union agreed to take part in talks on the basis proposed by ACAS, and LUL Management having welcomed this, LUL then announced that they wished to revise the ACAS terms of reference.

Talks are therefore adjourned while we await LUL Management putting their new position in writing.

All this followed LUL’s announcement of further job cuts just prior to talks at ACAS.

Despite Management’s apparent attempts to avoid meaningful negotiations with RMT and TSSA, the General Secretary and our negotiating team are instructed to continue to press for discussions that deal with the real issues of cuts to jobs, safety and working conditions.

The need for such talks is highlighted by the decision of the London Assembly on behalf of Londoners, that the cuts should be withdrawn

We therefore re-affirm our previous decision on strike action for all LUL members as follows:

All members in the former Metronet Grades are instructed to take strike action and not to work from 19.00 hours on Tuesday 2nd November until 18.59 hours on Wednesday 3rd November

Nor from 19.00 hours on Sunday 28th November until 18.59 hours on Monday 29th November.

All other LUL members are instructed not to book on for any shifts commencing between 21.00 hours on Tuesday 2nd November and 20.59 hours on Wednesday 3rd November

Nor between 18.29 hours on Sunday 28th November and 18.28 hours on Monday 29th November.

In the light of the ever worsening of safety standards by LUL, all members in the former Metronet grades are instructed to ensure that health and safety instructions and other instructions for proper working arrangements are fully complied with from 18.59 hours on Wednesday 3rd November until further notice. The ban on overtime for our members in the former Metronet grades is suspended from 0.01 hours on Friday 22nd October until further notice.

All other LUL members are instructed to maintain the ban on overtime. Further, the General Secretary is instructed to arrange an early meeting with our senior station representatives to discuss our ongoing action short of a strike.

We continue to remain available for meaningful talks at any time.
