I write to advise you that I have today written to management demanding that all the above issues are referred to ACAS. LUL has decided that it wants to impose machineries and agreements which are still under discussion and have never been agreed or signed off by this union. In fact they have even published these documents as if they are already agreed on the company intranet. We have demanded that they continue to apply the existing arrangements.

LUL MACHINERY OF NEGOTIATION AND CONSULTATION

In terms of the Machinery of Negotiation and Consultation we have been in long term discussions with the company regarding the inclusion of former Metronet staff under one agreement. These talks have never concluded and we assumed the matter remained ongoing until management decided to impose the draft machinery.

LUL previously served notice of the end of the former Metronet Machinery with a view to including these staff in an overall LUL Machinery. However at no point have management given notice that they wish to terminate the overall LUL machinery and this is exactly what they are trying to change.

Our reps have serious concerns over the changes proposed. For example it completely de-recognises RMT from representing Manager Grades G to J and further reduces the representation level for admin and clerical grades. I have written to management referring this issue to ACAS as per our existing machinery and demanded that existing agreements should apply and also that they remove the imposed document from their intranet immediately.

LUL HEALTH AND SAFETY MACHINERY

As per the above Machinery of Negotiation and Consultation Agreement issue, LUL had previously served notice of the end of the Metronet Health and Safety Machinery with a view to including these staff under the overall LUL Machinery. Again the company decided to impose their draft document without any agreement with the union and have published this policy on the intranet. Management have never given notice that that they want to terminate the LUL Machinery and so the changes introduced can never have been agreed.

I have written to management referring this issue to ACAS as per our existing machinery and demanded that existing agreements should apply and also that they remove the imposed document from their intranet immediately.

IMPOSITION OF STATIONS FRAMEWORK AGREEMENT - LUL

Our representatives have over a significant length of time been discussing proposed amendments to the Stations Framework Agreement. As with the other Machineries, LUL decided to impose a new version of the Stations Framework Agreement without our agreement. Discussions have been ongoing and our reps still have a number of concerns about the new proposals which we believe will significantly worsen the working conditions of staff in their current form.

I have written to management referring this issue to ACAS as per our existing machinery and demanded the agreed Stations Framework Agreement (Version 22a) should continue to apply. Furthermore I have demanded that they remove the imposed (Version 24) document from their intranet immediately.

I shall keep members fully advised of developments.
