Decisions of RMT's Council of Executives, and of RMT's General Grades Committee (the section of the Council of Executives which deals with industrial matters for railway and other non-shipping grades)

LU Station Staff: Framework Agreement

RMT General Grades Committee decision:

That we note the correspondence from London Underground, which unequivocally confirms that the company has finally accepted that Version 22a of the Stations Framework Agreement is the agreed Framework which applies to station staff and that its Version 24 has not been agreed and does not apply.

Still Battling to Get Uniform Cleaning Vouchers Restored

RMT General Grades Committee decision:

That we note the correspondence from Gerry Duffy, London Underground Employee Relations Director, dated 15 June 2011. We further note that at the Company Council meeting on 14 April, RMT tabled the issue of LU’s withdrawal of uniform cleaning vouchers, and management stated that should we wish to have the vouchers restored, the company would restore them. Following GGC decision G576 of 11 May 2011, we wrote to LU advising that we wish the vouchers to be restored as soon as possible. We are therefore disappointed that Mr Duffy has now written to us, after some delay, advising that rather than restore the vouchers immediately, he intends to convene a meeting of the Uniform Sub-Committee to discuss this matter further.

Arwyn Thomas to Return to Work on Driver's Pay

RMT General Grades Committee decision:

We welcome London Underground’s agreement to return Arwyn Thomas to work.

We thank and congratulate Arwyn, his workmates, our representatives, officers, branches and Regional Council for their resolve and commitment to achieving the return of our unfairly-sacked activist to work.

We also thank those members of other trade unions, and of the wider public, who have supported our campaign for a just settlement to this dispute.

This outcome shows that RMT is a trade union that is prepared to, and able to, defend its representatives.

Tribunal Verdict: LU Dismissed Arwyn Thomas Unfairly

RMT General Grades Committee decision:

That we note that the Employment Tribunal has ruled that London Underground dismissed Arwyn Thomas unfairly. This proves beyond any doubt what this union has asserted all along – that Arwyn’s sacking was a great injustice.

We further note the Tribunal's finding that “no reasonable employer would have taken this action in these circumstances...”

This injustice can only be put right by Arwyn's return to work for London Underground, not by a pay-off. Our reps are not for sale.

Another Victimisation: Demand Justice for Jayesh!

RMT General Grades Committee decision:

We note the correspondence from our Bakerloo branch. We are appalled at London Underground’s decision to downgrade our member Jayesh Patel from Train Operator to Customer Service Assistant, causing him a considerable loss of income. This is clearly a very harsh punishment considering the circumstances. This incident shows once again that London Underground treats its staff very differently from its managers, that the company is systematically persecuting RMT reps and activists, and that London Underground managers, emboldened by senior management’s anti-union stance, are out of control.

RMT Young Members' Advisory Committee to Expand

RMT Council of Executives decision:

We note the report [from the Organisation, Training and Education Sub-Committee]. However, we believe that our young members should not be treated differently from our other groups which have Advisory Committees, and therefore agree that the Young Members' Advisory Committee should consist of five seats per region.

We encourage all groups which have Advisory Committees to set up regional committee, to improve organisation, encourage member participation, and delegate their Representatives to the national Advisory Committees.

RMT Reluctantly Accepts CBS Outdoor Pay Offer

That we note the pay offer from CBS Outdoor and the report from our Regional Organiser.

We accept the Regional Organiser’s view that the pay offer (1.3% backdated to April) is poor, but that we should reluctantly accept it. We note that there has also been some progress on working conditions: negotiations on a new roster pattern, new vans, and better training; and on the MMTA grade which management have now agreed to backdate for all staff qualified or unqualified (through lack of training) for six months.

Pay & Conditions - Tube Lines (former Alstom, Stratford Market Depot)

RMT General Grades Committee decision:

That we note the pay offer from Tube Lines for former Alstom staff at Stratford Market depot, and the report from our Regional Organiser. We accept our Regional Organiser’s recommendation that should the employer agree to proposed amendments to the wording of the offer, then it would be acceptable to us.

Alstom: RMT Rejects Below-Inflation Pay Offer

RMT General Grades Committee decision:

That we note the latest pay offer from Alstom, of 2.75% for this year and CPI+0.5% for next year, subject to a minimum of 2% and a maximum of just 3%. We note the report from our Regional Organiser, and also note that this is not a final offer.

Accordingly, we reject this offer, as it is below inflation for this year, and is very poor for Year 2, which includes the Olympic Games. The offer is unacceptable to our members.
