RMT to Consult on Workers' and Passengers' Charter for London

RMT General Grades Committee decision:

We note the resolution from our Supervisory, Clerical & Other Salaried Grades Conference [see below] and the sentiments expressed within.

We endorse its objections to the ways in which passengers are ripped off by the ticketing system and left without adequate assistance by companies’ cuts in staffing levels and ticket office opening hours.

We recognise that passengers and workers have a common interest in fighting for an improved public transport system in London, We believe that this can be promoted through a Workers’ and Passengers’ Charter and agree to begin an inclusive process for developing such a Charter.

We instruct the General Secretary to write to all our branches and Regional Councils with London members in the grades covered by this conference, inviting their suggestions as to what should be included in the Charter and how this campaign can be progressed most effectively.

Further we instruct the General Secretary to write to sister transport unions, passenger groups, and other interested parties inviting their input.

Relevant Branches and Regional Councils to be informed.

The resolution from the National Conference of Supervisory, Clerical and Other Salaried Grades was:

That this Conference is of the opinion that because of the continuous sleight of hands of Transport for London and the Metropolitan TOCs that Londoners and visitors to London are being continually and deliberately mislead. We direct our particular attention to Ticket Vending Machines failing to offer all available tickets; to the coercion of Londoners to use Oystercards; to the contant overcharging by Oystercards; to the failure to provide an adequate and efficient means of rectifying errors; to the lack of adequate informationfacilities; and the abandonment of passengers to the feral beasts of the urban jungle. We note with disappointment the further plans to curtail Ticket Office opening hours. With satisfaction we also note the introduction on Southern of 'first to last' ticket offices.

This Conference therefore believes that there is a need for a Passenger Charter for London. We would therefore request the Council of Executives to liaise with all relevant organisation to provide such a charter and to campaign for its implementation.
