TRACK PATROLLING, CLESHAR STAFF – LONDON UNDERGROUND (LUL/14/1)

Further to my previous Circular (IR/276, 12^th November 2015), members will recall the decision to ballot all operational permanent way track staff for strike action and action short of a strike. This dispute is over LUL’s decision to train Cleshar’s staff to undertake track patrolling duties, which has not been agreed by RMT. It is a clear breach of our agreements, represents a casualisation of members’ jobs and is a direct attack on their job security.

SECTION 15 – POSSESSIONS – LONDON UNDERGROUND and SECTION 15 – POSSESSIONS – TUBE LINES AP JNP (LUL/22/2)

As Branches and members will be aware, a dispute situation currently exists between us, LUL and Tube Lines AP JNP in respect of the above. I can advise that the ballot papers will be posted out to members on Wednesday 13^th January 2016, the closing date for this ballot is Thursday 28^th January 2016 and I will keep you advised of all further developments.

RATES OF PAY & CONDITIONS OF SERVICE 2015 AND NIGHT RUNNING – TUBE LINES AP JNP (LUL/0001/TL)

RMT confirms programme of action on London Underground over pay, Night Tube and job cuts.

Tube union RMT today confirmed that its executive has agreed to a wide ranging programme of industrial action across London Underground grades in two separate disputes over pay and night tube and the plans to bulldoze through massive cuts to station staffing numbers early next month.

RATES OF PAY & CONDITIONS OF SERVICE 2015 – ALSTOM METRO TRAINS (LUL/0001/AMT)

In line with Union policy, a claim was submitted for a substantial increase in rates of pay and improvements to conditions of service. Following discussions with the Company, the final offer which was received is as follows:-

HEAVY OVERHAUL PROGRAMME LIFT (HOPL), CENTRAL LINE – LONDON UNDERGROUND (LUL/15/4)

A proposal was recently received from LUL which has been produced following a series of discussions and negotiations at Fleet Functional Council. It covers those members currently employed on fixed term contracts in Train Maintainer (TM) and Advanced Train Maintainer (ATM) grades on the Central Line Heavy Overhaul Programme Lift (HOPL) Project.

Further to my previous Circular (IR/276/15, 12th November 2015), members will recall the previous GGC Decision to obtain a report on how negotiations are proceeding and also to update the GGC and membership on what stage we are at with our dispute with Tube Lines. A number of TLL Company Council meetings have since taken place discuss Pay including PRP, Pensions and Night Tube  and the Company again presented the same offer as the one made by LUL, which is as follows:-
 

WITHDRAWAL OF REST DAYS, TRACK & CIVILS STAFF – TUBE LINES AP JNP (LUL/8/6)

Further to my previous Circular (IR/098/15, 10^th April 2015), further discussions took place at Company Council. The Lead Officer recently submitted a report advising that since October, management has employed new entrants without the 4 rest days and anyone who transfers to a new position through promotion or different type of jobs are also not getting the 4 rest days.

Please find below a resolution submitted by the LU Fleet Branch:

“This branch notes that it has now been 10 months since any meaningful discussions regarding the issue of TFL pensions for Tube Lines staff and ex Tube Lines staff who have TUPE transferred to TFL/LUL. Discussions were put on hold so that talks regarding Night Tube could take place.

LONDON UNDERGROUND DISPUTE
A Revised offer has been placed before us and will be discussed at a Reps meeting on Tuesday 1st December after which a report will be placed before the GGC.

An all grades ballot is being prepared and we need to build support for our victimised Brother.

Successful two day strike action was held between the 3rd and 5th November the first strike action ever held on DLR.
