RMT General Grades Committee decision:

We note the thorough discussions that took place at the meeting of our representatives on 24 May, and the reports from our Regional Organiser and Stations & Revenue Council representatives. We also note LU management’s response to the reviews dated 25 May. We instruct the General Secretary to write urgently to LU, summarising the issues raised by our representatives at ACAS as outlined in the file, informing the company that we find its response totally inadequate and insisting on a more detailed response.

We do not accept the outcome of the OSP reviews, as they restore only a small number of the cut posts and leave London Underground stations with dangerous and inadequate staffing levels.

We agree to implement our decision of 10 February to call action short of strikes in the form of a boycott of Enhanced AFM Functionality. We agree to call further action short of strikes in the form of a boycott of LU’s new ‘line reserve’ policy, instructing members to refuse to work on stations outside the group of stations on which they are based. We instruct the General Secretary to obtain a report from our lead officer and relevant representatives as to the practicalities of further action short of strikes in the form of instructing members to work only to the content of their duty schematic. We may in the future consider calling strikes on this issue.

We agree to inform the TSSA of this, with the aim that both unions take action together. We instruct the General Secretary to brief our stations and revenue control representatives in a meeting and in writing of how the action short of strikes will work, to ensure that representatives and officers are available to support members in carrying out the boycotts, and to send a personal letter to all station staff members advising them of this action.

We further instruct the General Secretary to renew public and political campaigning to reverse the stations job cuts, to include: organising a public meeting, statement and protests jointly with equality groups; publicising safety issues; and publicising how the Oyster system is ripping off passengers and how this relates to cuts in staffing levels and ticket office opening times. We instruct the General Secretary to continue our efforts to obtain accurate media coverage of the impact of staffing cuts; to report to us on the possibility and costs of placing adverts in newspapers and on the radio; and to organise a workshop for reps and activists on achieving media coverage.

We welcome the discussions among station staff reps on improving RMT organisation, recruitment and retention of members in these grades.

We note that in accordance with the GGC decision of 11 May, attendance and apologies for absence at the reps’ meeting on 24 May were recorded, and the Regional Organiser is contacting absentees.
