We note the resolution from our Bakerloo line branch and share its view that the 12.5% funding cut to Transport for London will be devastating. This union is determined to resist this cut and its negative impact on our members, the travelling public, and London's communities. We will pursue this battle with all means at our disposal, up to and including co-ordinated industrial action.

We are already seeing attempts to make cuts - for example, London Underground ticket office closures, the removal of guards on London Overground, the sale of significant Transport for London property, and funding cuts to the LT Museum. This further savage cut will see transport services pared, fares rise, improvement works scrapped, safety standards compromised, and the capital's transport infrastructure deteriorate. It will bring about attacks on working conditions and jobs, at a time when London needs more employment opportunities, not fewer. It will be working-class communities, and those who should be able to rely on public transport - such as elderly and disabled people and those who can not afford private transport - who will lose out the most.

We support the draft strategy outlined in the resolution, and will defend every job and oppose every cut.

Accordingly, we instruct the General Secretary to:

1. convene a meeting during August to discuss progressing this fight, inviting: the Secretary and Chair (or substitute) of every branch with members in TfL companies (ie. all branches in the London Transport region, plus those branches in other regions with London Overground members); a representative in each function on London Underground, Tube Lines and London Overground; a representative in each of the other TfL companies; the Assistant General Secretary; GGC members; and the lead officers; and to place a report of this meeting in front of us
2. ensure that representatives report to our lead officers all issues and developments that they become aware of
3. produce a new broadsheet for all members in TfL companies, similar to that produced for London Underground members earlier this year.
4. send a weekly email to all members in TfL companies with the latest news on our campaigning against the cuts
5. arrange a meeting with the AGS, relevant GGC members and lead officers with our legal adviser to discuss options for trade disputes
6. ensure that our membership database for all TfL companies is kept accurate and up-to-date in preparation for industrial action ballots
7. monitor and support the Regional Councils' and branches' progress with mapping membership in TfL companies and in implementing their recruitment and organising plans

For the purpose of this decision, 'TfL companies' means all companies under the remit of Transport for London ie. TfL, its subsidiaries, contractors, franchisees and their contractors)

Further, we call on Londoners to mobilise in defence of the city's public transport.

We instruct the General Secretary to organise a public campaign to 'Stop the TfL cuts':

1. issue a short statement demanding the government reverse the cut and collect names in support of it, in particular inviting: trade unions and individual trade unionists; Trades Councils, GLA members, MPs, MEPs and borough councillors throughout the TfL area; residents', passengers' and service user groups; and relevant campaigns, such as anti-cuts, cyclists’, women’s, environmental and disability groups
2. once initial signatories are collected, send this as a letter to the press
3. add this item to the agenda of the next Action For Rail meeting
4. establish a special section of the RMT website about this campaign
5. make preparations for a major demonstration on the day of the opening of Parliament, 8 October
6. produce stickers, posters and leaflets in support of this campaign
7. produce a banner for display on the front of Unity House
8. obtain a report on TfL’s finances, including how the receipts from property sales are used, and demand that TfL’s finances are open to trade union and public scrutiny
9. promote our Workers' and Passengers' Plan for London as a positive alternative to cuts

We instruct the General Secretary to submit a resolution to the ITF Urban Transport Committee on this issue, and refer to the next Council of Executives meeting the proposal to submit an emergency resolution to TUC Congress.
