What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

Transplant Maintenance Duty Managers, Team leaders and Advanced Train Maintainers industrial action

We note the report from our Lead Officer; and that no response has been forthcoming from the company since a Failure to Agree was declared by the RMT at
the Company Council Meeting in September 2017.
The train prep payment being denied to some of our Transplant Members performing that duty is intolerable to our Members, and the company’s attempting to ignore their claim for parity will not be tolerated.
We therefore instruct the General Secretary to advise the company we are now in dispute and immediately ballot the following Transplant Members for Industrial
Actions:

Maintenance Duty Managers, Team leaders, Advanced Train Maintainers.

The Industrial Action to be in the form of:

  • STRIKE ACTION
  • OVERTIME AND REST DAY WORKING BAN
  •  MEMBERS NOT TO CARRY OUT ROLES BEYOND THEIR SUBSTANTIVE POSITIONS AND LOCATIONS
  • MEMBERS NOT TO DEVIATE FROM CURRENT VALID APPROVED WORK AND SAFETY INSTRUCTION DOCUMENTS
  • MEMBERS NOT TO DEVIATE FROM CURRENT VALID APPROVED RISK ASSESSMENTS
  • MEMBERS NOT TO DEVIATE FROM LATEST ISSUE OF TUBE LINES SUPPLEMENT TO THE RULE BOOK
  • MEMBERS NOT TO WORK ONSITE UNLESS A FIRST AIDER IS ON DUTY
  • MEMBERS NOT TO PERFORM COACHING AND/OR BUDDY DUTIES
  • REST BREAKS TO BE TAKEN WITHIN LEGAL/AGREED PARAMETRES
  • PERSONAL MOBILE DEVICES ARE NOT FOR WORK RELATED USE

The ballot is to be conducted in the shortest reasonable timescale. Industrial Action to take place at any time during the 6 months following the close of the ballot. We remain available for talks with the company.

Members to be advised by email and text. LU Fleet Branch and the London Transport Regional Council to be advised.
