What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

Central Line drivers to be balloted for industrial action

Subject: BREAKDOWN IN INDUSTRIAL RELATIONS, TRAIN OPERATORS, CENTRAL LINE – LONDON UNDERGROUND

We note the report from the Lead Officer and correspondence from both Central Line branches.

Despite efforts over the last 3 years, London Underground have not addressed our concerns around chronic understaffing, draconian use of the attendance and
disciplinary procedures, obstruction of our representative trades union duties and a refusal to engage with them, along with breeches of agreements reached at a Level
and Tier 1 meetings with ongoing undue pressure and bullying upon our Drivers from Service Control

We instruct the general secretary to notify the company we are in dispute, to prepare all relevant legal paperwork including the matrix, and to ballot all Train Operators and Operator Instructors on the Central Line for both Strike Action and Action Short of a Strike.

We remain available for talks and instruct the General Secretary to seek a full meeting with all reps from all depots at Director level and to subsequently call a meeting of all central Line train reps, Lead Officer, Senior Assistant General Secretary and NEC.

Members to be advised by email and text.

Central Line East & Central Line West Branches and the London Transport Regional Council to be advised.
