LUL’S Olympic Legacy: Setting A Train Back By Up To One Car

As part of the Operational Effectiveness programme LUL have introduced a number of changes to Rules. These changes were discussed through the machinery until finally being exhausted at Safety Forum level. LUL chose to push through the majority of these changes.

These Rules were introduced as OSN101 in September 2011 in a booklet titled ‘Getting ready for the Olympics’. Among these changes was an instruction which allows for a Train Operator to set their train back by one car or less after a platform overrun or in the event of a SPAD.

These instructions are only be used with the authority of the Service Manager, with protection arranged and with any points the train will move over secured. Inevitably, the idea of reversing trains blind under any conditions raised concerns. Previously, Train Operators who decided to reverse their train after a SPAD or an overrun would have been seeking alternative employment.

So what changed? Well the Olympics of course! Need to keep London moving never mind long established Rules. This change was clearly brought in to enable a more timely service delivery during this period and in the future.

LUL have a number of alternative methods of reversing trains which are felt to work in an adequately safe manner, such as allowing a Wrong Directional Move to take place using the Connect radio, a Wrong Directional Moves using supervisors and forms, for the train to travel to next station and to move with authority under Rule.

Due to LUL’s refusal to withdraw this change the RMT balloted its Train Operator members who voted unanimously in favour of Industrial action short of strike action. RMT members should refuse to carry out this change and work to previous Rules.
