Referring to decision GWW 21st May 2013. The meeting has now taken place and we note the report from our Regional Organiser regarding the substantial progress made and that the recommendation of our negotiating team is that we should regard this dispute resolved due to the following points:

SPAD Policy
Management agreed to abide by the agreed SPAD Policy: no more ‘7 SPADs in 10 years’ trigger. Management has also accepted the offer by local reps to work jointly on SPAD reduction and will see how this can be progressed through the local health and safety machinery or the Line SPAD Forum.

Attendance at Work
Rainbow
Management agreed to suspend the policy of putting drivers on Capability Case Conferences and to suspend the Case Conferences of all drivers currently on one after one more meeting. The matter will shortly be discussed at a higher level between management and full-time reps and Piccadilly management agree to abide by the outcome of this discussion.

Maximum length warnings at LDIs
Management agreed to abide by the recent decision made on the Jubilee line where a return to ‘management discretion’ in local Disciplinaries will be trialled for 3 months and then rolled out to the rest of the combine, including us.

Staff Errors
Management agreed to remove all non-safety related staff errors from the holistic records of all drivers and to cease the use of the ‘4 errors in 2 years’ trigger for such items.

Northfields Depot
Booking-on times
Management agreed that no changes to booking-on times at Acton or Arnos can take place without agreement and that the proper place to raise suggested changes is via the recognised industrial machinery.

Eating facilities
Management agreed to find and pay for a suitable machine to dispense food which can be heated through appropriate mess room facilities at the new Northfields depot. Until the new machine is provided, it has been agreed that any T/Op who has a booked Northfield’s meal relief can be refunded £4 with proof of a receipt from local food outlets. Northfields spare train operators without a duty will normally get more time for meal relief if they want to access local facilities.

Eastbound Cabin
A cabin is to be provided at Northfields Eastbound. Until then, operators may use the waiting room.

Cockfosters Depot
It was agreed that the issues surrounding the proposed new Cockfosters depot would begin to be addressed earlier rather than later in order to ensure a smooth opening and adequate facilities.

Management/Union Relationships
It was agreed that there had been a breakdown of trust and confidence between staff and management on the line, but that this could and should be put behind us. Both sides agreed that improved consultation, dialogue and a willingness to solve problems at the lowest level was key to achieving a more harmonious working relationship.

Accordingly we instruct the General Secretary to inform the company of our acceptance of these latest proposals and that we are no longer in dispute.
