What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

RMT In Dispute With LUL Over Time Allowed For Drivers To Prepare Trains

Further to our decision Gww 18/12/12, we note the report from our representatives' meeting held on 25 January 2013.

We agree that since the method of detrainment on the Metropolitan line has altered, there should therefore be a retiming exercise, and instruct the General Secretary to obtain a report on our representatives' progress in ensuring that this takes place.

We note and endorse the views of our representatives regarding S stock train preparation, as follows: The timing of the S stock train preparation has been established at 16 minutes, and the list of items included in preparation has been agreed. RMT will defend this position, and will oppose the removal of any items from train preparation.

"We ...instruct the General Secretary to declare ourselves in dispute with LUL"

We therefore instruct the General Secretary to:

  • reply to LUL seeking further meetings to resolve this issue, and insisting that LUL give drivers proper training in the agreed train prep
  • declare ourselves in dispute with LUL
  • send the agreed prep list to all drivers who may operate S stock
  • run a campaign among affected drivers, using publicity which addresses all argument, and visits to workplaces (reps from all levels to be involved) - seeking a joint meeting with ASLEF on this

This matter is to be placed in front of us in the event of any responses and developments, and in any case
within 21 days, at which point we will consider the position again, including whether to ballot for ‘action
short’ and/or circulate pro formas to drivers.

We rename this file S-STOCK DETRAINMENT AND TRAIN PREPARATION TIME - LONDON UNDERGROUND.
