What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

RMT In Dispute As LUL Tries To Change Rules With Introduction Of New Trains

We note the report from our Trains Council representatives, and note the following issues regarding
London Underground’s new S stock:

  • the inadequate time allowance for the drivers’ train preparation
  • cross-line working by C&H drivers on the Metropolitan line under the new timetable to be introduced in May
  • the removal of train maintenance at Hammersmith depot and the impact of this on train movement
  • the length of time between drivers being trained and actually driving the new trains
  • the absence of Defective In Service Instructions (DISI) for the S stock

We reiterate that we will not accept any revision of the content of train preparation. Any talks on this matter are to be referred to the lead officer.

"we instruct the General Secretary to write to LUL declaring this union in dispute over these issues"

In accordance with our representatives’ views, we instruct the General Secretary to write to LUL declaring this union in dispute over these issues, and to ensure that our membership information for drivers on the sub-surface lines is up-to-date and accurate. Noting that the relevant reps are to meet with our lead officer on Thursday 14 March, we instruct the General Secretary to ensure that a strategy for this dispute is discussed at that meeting and a report placed in front of us.

We merge this file with CROSS LINE WORKING – TRAIN OPERATORS – CIRCLE / HAMMERSMITH & CITY / METROPOLITAN LINES (LUL/14/1) and INSTRUCTOR OPERATOR SECONDMENTS – CIRCLE / HAMMERSMITH & CITY LINES – LONDON UNDERGROUND (LUL/13/7) and name the merged file S STOCK ISSUES – LONDON UNDERGROUND.

Noting the employer’s refusal to withdraw plans to offer secondments to Instructor Operator posts on the C&H lines, we instruct the General Secretary to proceed with a ballot for industrial action short of strikes, in line with our representatives’ wishes.
