What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

RMT Objects to LU Plan to Dilute Minimum Station Staffing Levels

RMT General Grades Committee decision:

We note that London Underground intends to count partially-trained Incident Customer Service Assistants towards minimum staffing numbers on stations, despite the fact that these ICSAs are not fully trained and qualified in the Customer Service Assistant (CSA) role, and are in fact not station staff at all, but staff in other (mainly administration) grades given a brief training course to carry out additional duties on stations.

This will leave stations staffed at a level inadequate to protect the safety and meet the needs of London Underground passengers.

LUL plans to do this despite the clear wording of the settlement of our 2008 Casualisation dispute, that “London Underground station staff fully trained, qualified, licensed and familiarised to a minimum of CSA level”.

We instruct the General Secretary to arrange for urgent talks at ACAS with the aim of resolving this issue, as recommended by our Regional Organiser. If these talks do not resolve this issue, then RMT is prepared to go into dispute, and to run a high-profile industrial and political campaign in defence of safe staffing levels.

We rename this file LONDON UNDERGROUND LTD’S BREACHES OF CASUALISATION DISPUTE SETTLEMENT.

Reports and developments to be placed in front of us. London Transport Regional Council and branches with London Underground members to be advised.
