What is a National Executive Committee decision?

This article is an 'executive decision' which has been written by the RMT National Executive Committee. The National Executive is the union's governing body in between AGMs. Its decisions set out what the union will do on a particular issue.

These decisions can often be brief, and may be one of several passed over a period of time. To get a better understanding or find out more information about what the RMT is doing, speak to your rep or attend your branch or Regional Council meeting.

Sub Surface Lines Tube Drivers To Be Balloted For Industrial Action

We note the report from our Regional Organiser and the correspondence from our Hammersmith and City branch and our LUL Trains Council representatives.

We note that there are several serious problems concerning the introduction of the S Stock, itemised in previous GGC decisions and including inadequate preparation time and cross-line working. We reaffirm our stance that the introduction of new stock must not be a pretext for attacks on safety standards or working conditions.

In accordance with our representatives' wishes, we instruct the General Secretary to immediately conduct a ballot of all driver (Train Operator and Instructor Operator) members on all sub-surface lines for action short of strikes.

Due to additional issues at Edgware Road and Hammersmith depots, and in line with the branch’s request, we instruct the General Secretary to also conduct a ballot of all driver members at these two depots for strike action.

We instruct the General Secretary to ensure that these ballots close in time to call action from 19 May 2013, and to send a personal letter by post to all members being balloted urging them to vote yes.

London Transport Regional Council, its Train Grades Committee and sub-surface lines drivers’
representatives to be advised.
