STAFFING LEVELS, REVENUE CONTROL INSPECTORS - LONDON UNDERGROUND (LUL/14/5)

TERMS AND CONDITIONS, STATION STAFF - LONDON UNDERGROUND (LUL/14/2)

In a previous circular (Ref: IR/515/19, 18^th December 2019) I advised you of resolutions submitted by the London Transport Regional Council on the above two matters and that the NEC instructed me to arrange meetings on these matters between our Stations and Revenue Control Local and Functional Reps, the Lead Officer, Senior Assistant General Secretary and the NEC.

First of all, the NEC, in noting the discussions held at the meeting has decided that these files should be merged and renamed “Justice for Station Staff.”

Your NEC notes that London Underground is refusing to meet this union's demands to stop the introduction of a new grade of Revenue Control Officer (RCO) which will have inferior terms to that of the RCI grade. LUL is also proceeding with a proposal to deploy non-LUL enforcement officers onto LUL stations in the face of this union's opposition.

Additionally, the NEC also notes that LUL has proposed the introduction of these new roles in response to demands from LUL Stations and Revenue grades for the company to fill all existing RCI vacancies and to address the problem of lone working as this practice leaves RMT members vulnerable to workplace violence.

The proposed new roles to be introduced by LUL do nothing to address our members' concerns and are a provocation. The threat of a two-tier workforce on revenue adds to the injustice of existing injustices relating to the creation of the CSA2 grade and the less favourable treatment of station grades - when compared to train operators - regarding Boxing Day working.

Taking these matters into consideration, the NEC has declared that RMT will now launch a campaign for Justice for Stations and Revenue with the following aims:

For a safe workplace

·         End lone working

·         Fill all existing RCI vacancies

·         Audit all stations to ensure safe staffing levels

Against a two-tier workforce

·         No creation of a new RCO grade or deployment of non-LUL staff on LUL infrastructure

·         All CSAs to graded CSA1

·         Parity between station and revenue grades and train operators regarding Boxing Day working

The NEC has instructed me to serve notice on London Underground of a ballot of all LU Revenue Control Inspectors for strike action and action short of a strike, the latter of which to include:

Refusing to train staff in any unagreed LUL grade or any grade that is not directly employed by London Underground Ltd to carry out revenue protection roles

Refusing to mentor the same

Refusing to assist the same

I shall also be preparing a ballot matrix of all other stations grades and to seek a meeting with LUL at the earliest opportunity. Should LUL fail to satisfactorily address our demands, then a ballot will be held of all LUL stations members.

Members should also be made aware of a protest in support of this union's demands to be held at the next meeting of the LUL Workplace Violence Group at Palestra House, 197 Blackfriars Road, SE1 8NJ from 13.30-15.30 on Tuesday 21^st January 2020.

I will also keep members advised of all further developments in this campaign in due course.
